New Services for Cash for Counseling

The following services have been added to SAMS as
authorized under the NAPIS – Title III program:

  • Allowance – Supportive Services (Unit:
    Occurrence)
  • Cash – Supportive Services (Unit: Occurrence)
  • Voucher – Supportive Services (Unit:
    Occurrence)
  • Counseling – Supportive Services (Unit: 15
    Minutes)

The Administration for Community Living (ACL), through the
NAPIS-SRT reporting instrument has made available the service category of “Cash
& Counseling” for these services.  The NAPIS-SRT identified Cash &
Counseling as follows:

This [service] covers the range of services
provided or paid for through allowance, vouchers, or cash which are provided to
the client so that the client can obtain the supportive services which are
needed. 

The NAPIS format for Cash & Counseling services reports
on unduplicated persons served and dollars spent (Title III and Total).  In
other words, these services SHOULD NOT be recorded in SAMS using Consumer
Groups.  These services should only be provided to individual consumers in
SAMS. 

These new services do not require care plans and service
orders in SAMS, but they do require provider contracts.  To associate these
services with a provider, please have your fiscal/contracts staff complete and
submit a provider request form.  We would suggest that these services be
contracted in SAMS for $0.00 per unit.  This will allow staff to post deliveries
for the services at the dollar amount being provided to the consumer. 

The NAPIS presentation of data for “Cash & Counseling”
will include unduplicated persons served and dollars spent, however, the larger
picture within SAMS will allow for the complementary review of service units
related to counseling services.  By expanding data collection beyond the NAPIS
model, the larger picture of an elder client will be available for service
planning and review.
